The Chief of Police shall have authority, subject to the approval of the
Commissioner In Charge, to issue such administrative rules and regulations in
addition to those embodied in the Charter and this Code, as are necessary to
govern the conduct of the members of the Bureau of Police, and to provide for
the adequate functioning of the Bureau.
