A. The hearing shall afford a reasonable opportunity for the person(s)
requesting it to demonstrate by the statements of witnesses and other evidence,
that the tow and/or storage of the vehicle was or would be invalid, or for any
other reason not justified. B. The Tow Hearings Officer will make necessary rules and regulations
regarding the conduct of such hearings, consistent with this
Section.
